BRUSSELS, Nov. 28, 2025 — Apple has formally notified the European Commission that it meets the thresholds set under the EU’s new Digital Markets Act (DMA), signalling that the tech giant will be subject to the bloc’s stricter rules governing “gatekeeper” platforms.
In its notification, Apple acknowledged that its size, market reach, and business structure bring it within the DMA’s regulatory scope, committing to comply with the forthcoming requirements. These include obligations around user choice, interoperability, transparency, and preventing unfair self-preferencing.
The move marks a major regulatory milestone for Apple: under the DMA, companies designated as gatekeepers must adapt their practices to ensure fair competition, protect user privacy, and give consumers more freedom of choice. For Apple, this could lead to changes in how its App Store operates, how pre-installed apps are managed, and how third-party developers access its platform.

The announcement signals a broader shift in Europe’s digital-policy landscape — one where large tech firms are increasingly held to higher standards of openness and fairness. It also sets a precedent, reminding other global tech companies that entry into the European market comes with substantial regulatory responsibilities under evolving digital laws.
