New York, Nov. 21, 2025 — Nokia announced a sweeping $4 billion investment in the United States aimed at accelerating development of artificial intelligence–driven network technologies and strengthening domestic manufacturing. The company said the majority of the funds will support advanced research and development, while a significant portion will be directed toward expanding production capacity for next-generation telecom equipment.
The investment will be deployed across several key U.S. states where Nokia already maintains major operations, including Texas, New Jersey and Pennsylvania. It will also enhance the company’s long-standing innovation pipeline through its Bell Labs research division, which has played a central role in Nokia’s push toward AI-optimized network infrastructure.
Nokia’s leadership said the commitment reflects the growing demand for faster, more secure and more energy-efficient networks capable of supporting the rapid expansion of AI workloads. The company noted that scaling AI-ready infrastructure is essential for both commercial competitiveness and national resilience in the evolving technology landscape.
The decision comes as Nokia works to stabilize its global business amid macroeconomic pressures, fluctuating currency markets and intensifying competition in the telecom equipment sector. By consolidating more of its high-value development inside the United States, the company aims to position itself as a major supplier of trusted AI-powered connectivity solutions for operators, enterprises and government customers.
