
Ukraine Develops Independent AI System to Strengthen Digital Sovereignty With Google Open Technology Ministry

KYIV, Dec 1 (GeokHub) — Ukraine has begun developing its own independent artificial-intelligence system, marking one of its most ambitious digital projects yet as the country pushes to secure technological self-reliance.
According to officials, the system will be built as a national large-language model designed to operate fully on Ukrainian infrastructure once development is complete. The project is being led by the Ministry of Digital Transformation in partnership with local telecom operator Kyivstar.
The model is based on open AI technology but will be trained specifically for Ukraine’s linguistic, cultural and administrative needs. Engineers say it will support Ukrainian, Russian, Crimean Tatar and various regional dialects — a critical feature in a country with diverse language communities.
Training will begin using external high-performance computing before the system is migrated to Ukrainian data centres, ensuring that government information, citizen data and national digital services remain under full sovereign control. Officials describe this as a strategic move, especially amid increasing concerns about foreign dependency in cybersecurity and AI infrastructure.
The government expects the home-grown AI model to power a wide range of services, including public administration, education platforms, healthcare tools and business applications. By grounding the system in local context and national datasets, authorities hope to deliver more accurate translations, smarter automation and improved digital services across the country.
