Brussels / Dec 16, 2025 A coalition of app developers is urging the European Union to take stronger action against Apple’s in-app fee structure, claiming that current practices unfairly disadvantage smaller software makers and stifle competition in digital markets.
The group says Apple’s fee policies — including commissions charged on payments made through apps distributed via the App Store — impose significant costs on independent developers and limit their ability to compete with larger rivals who can better absorb the charges. Developers argue that fees as high as 30% on digital transactions reduce revenue and deter innovation.
The appeal comes as EU regulators continue to scrutinize major technology platforms under the bloc’s strict competition and digital markets rules. Developers calling for reform are pressing legislators to consider measures that would require greater transparency in how fees are set, offer alternative payment options, and enforce clearer standards that protect smaller market participants.
Critics of Apple’s fee regime say the company’s control over the iOS app ecosystem gives it disproportionate leverage over developers and consumers alike. They urge policymakers to ensure that app marketplaces operate on more equitable terms, pointing to growing frustration among independent creators who rely on digital distribution to reach customers.
Apple has defended its fee model, saying that commissions support the costs of maintaining the App Store, including infrastructure, security, and developer tools. The company says its platform provides developers with global exposure and monetization opportunities that outweigh the costs of fees.
