Kuala Lumpur | Jan 13, 2026 | GEOKHUB Malaysia’s communications regulator has announced plans to pursue legal action against social media platform X, citing concerns over user safety linked to its artificial intelligence chatbot, Grok.
The Malaysian Communications and Multimedia Commission (MCMC) said it had identified the misuse of Grok to generate and circulate harmful and unlawful content, including obscene, sexually explicit, and non-consensual manipulated images.
Global Backlash Over Grok AI
Grok, developed by Elon Musk–led company xAI and integrated into X, has triggered growing international scrutiny after users were found creating sexualised imagery through the tool.
Malaysia and Indonesia temporarily blocked access to Grok over the weekend, while regulators in Britain have launched a formal investigation and French authorities have referred the platform to prosecutors and regulators.
According to MCMC, some of the content allegedly involved women and minors, raising serious legal and ethical concerns.
“Such conduct contravenes Malaysian law and undermines the entities’ stated safety commitments,” the regulator said in a statement.
Regulator Says Content Removal Requests Ignored
The commission said it had already served notices to both X and xAI earlier this month, ordering the removal of harmful material. However, authorities claim no corrective action has been taken so far.
In response to an inquiry, xAI sent what appeared to be an automated reply stating: “Legacy Media Lies.” X did not immediately provide a formal response.

Malaysia enforces strict regulations governing online platforms, particularly in areas involving obscenity, child exploitation, cyberbullying, scams, and content touching on race, religion, or royalty.
Authorities say the potential legal action underscores Malaysia’s commitment to enforcing digital safety standards as generative AI tools become more widely used across social media platforms.
